ماهو نظام ادارة التنمية في العراق IDMS؟
لأول مرة في عالم التنمية يمكن لحكومة أن تدير مشاريعها الإستثمارية التي تقوم هي بتمويلها مع اية مشاريع مموله من قبل المانحين في أي مجال أو قطاع معين في نظام واحد قادر على إدارة حلقات المشاريع الإقتصادية والإجتماعية والبيئية الكاملة.
نظام ال IDMS هو التطبيق الأضخم للحكومة العراقية على طريق الحكومة الألكترونية وهو تطبيق ثلاثي اللغة يدعم العربية، الكوردية والإنجليزية ويمكن الدخول اليه عبر الموقع إلكتروني لوزارة التخطيط في العراقٍ www.mop.gov.iq/idms هذا النظام سوف يكون المصدر المعتمد والموثوق والنفيس للمعلومات التي تتعلق بالقطاعات، بتوزيع مشاريع التنمية وفقا للمحافظات او الجهات المنفذة. وقد تم إعداد هذا النظام لدعم ومواكبة تنفيذ خطة التنمية الوطنية للأعوام من 2010 ولغاية 2014، والتي من المتوقع أن تستثمر الحكومة العراقية من خلالها اكثر من 100 مليار دولار خلال هذه السنوات الخمس لتنفيذ حوالي 3000 مشروع استثماري جديد.

لماذا يعتبر نظام IDMS ضروريا؟
لن يقتصر اسهام هذا النظام في زيادة كفاءة وفاعلية المشاريع الإستثمارية في العراق فحسب، بل سيساعد على ضمان حصول شفافية ومسؤولية أكبر لجميع حالات إتخاذ القرار حول تخصيص موارد التنمية عبر مختلف القطاعات الرئيسية والجغرافية، وسيسمح هذا النظام كذلك للمجتمع الدولي أن يقدم ستراتيجياته الساندة حسب الأولويات الوطنية العراقية.
من هي الجهة التي طورت هذا النظام؟
لقد تم إعداد وتطوير هذا النظام من قبل شركة سينرجي الدولية بمساعدة برنامج تطوير التابع للوكالة الأمريكية للتنمية الدولية USAID وبرنامج الأمم المتحدة اإلنمائي UNDP وبرنامج الأمم المتحدة لخدمات المشاريع UNOPS حيث قامت الوكالة الأمريكية للتنمية الدولية والإتحاد الأوربي وحكومة أسبانيا بتقديم التمويل لهذا النظام.
هل اقليم كوردستان مشول بالنظام؟
لقد تم تطوير نسخة شبيهة بنظام ال IDMS خاصة باقليم كوردستان سميت بنظام ادارة التنمية في كوردستان KDMS وهي مربوطة بالنظام العام. وبهذه الطريقة يمكن للحكومة الإتحادية اصدار تقارير موحدة حول المشاريع الإستثمارية والمشاريع الممولة من المانحين في المحافظات الثمانية عشر في العراق.

Why is the IDMS necessary?
This instrument will not only contribute to greater efficiency and effectiveness of all investment projects taking place in Iraq but will also help ensure greater transparency and accountability of all decision making on the allocation of development funds across different thematic and geographic sectors. It will also allow the international community to align its support strategies with Iraq’s national properties.
Who developed the IDMS?
The IDMS was designed and developed. by Synergy International Systems Inc for the Ministry of Planning in Iraq with assistance from USAID/Tatweer, the United Nations Development Programme UNDP) and the United Nations Office for) Project Services (UNOPS). The funding came from USAID, the European Union and the Government of Spain.A regional application of the IDMS called the Kurdistan Management Development System (KDMS) has also been established and is planned to be fully synchronized with the IDMS. It can be accessed either through the IDMS itself or through the KRG Ministry of Planning web portal.
